Pros of the Bissell 3583
- This vacuum does a fair job with carpet, and equally good on hardwood floors.
- Bissell was rated above average on reliability when it comes to vacuum cleaners. Consumer Reports found that 7% of its vacuums broke down in a given year, compared to 8% for Hoover, 9% for Oreck, 10% for Electrolux and a whopping 12% for Riccar.
- The Bissell CleanView 3583 has a full set of tools, including a crevice tool, turbo brush and dusting brush.
- This vacuum has five different height settings, from high carpet to bare floor to low carpet and two in between levels. You can set it high enough to handle shag carpet or low enough to get the short carpet often used in daycare play areas.
- The retracting cord is a fair convenience. The cord itself is 25 feet long.
- This vacuum weighs around fifteen pounds. It is easy to push and to maneuver. While it won’t turn on the head of a dime, you won’t see vacuuming as a major workout in addition to being a major chore.
- The Febreeze filter is a plus to many people who want to clean the air while they clean their floors. If you don’t like Febreeze scents, you can use a standard HEPA filter. Febreeze filters are $15, while the non-Febreeze filters are $10.
- Bissell’s three year limited warranty does cover this model, despite its low price.
Cons of the Bissell 3583
- The dust cup combined with the aerodynamics means the dirt sometimes cakes or even forms strings inside the dust cup, creating a perfect storm for a mess when you try to empty it. You will probably have to clean up after you’ve emptied the dust cup into the trash, so do that task over tile.
- The power switch is low on the side of the vacuum. It is awkward to turn on and off.
- The vacuum hose is so short that you have to move the vacuum to a location right next to something you wish to clean with the tools in order to use the hose.
Observations
Bissell talks about the multi-cyclonic action. Frankly, two is sufficient to prevent dirt from coating the inside of the vacuum. Three or more is overkill while adding to the complexity of the vacuum without improving its performance.
The Bissell Cleanview Helix Deluxe scored higher in the Consumer Reports reviews for 2014. The Cleanview Helix scored ninth out of all the bagless upright vacuums the magazine reviewed.
Bissell says the cyclonic action and suction are so good that it is a single pass is all you need to clean it. In reality, two passes is more likely to pick up anything more than fine dust. This is better than many low-cost vacuums that need multiple passes, but it is a let down to those expecting to be done in one pass.
This vacuum cleaner is white. That makes smudges and dirt clearly obvious on the vacuum cleaner. Whether you like this is a matter of personal aesthetics.

I love EVERYTHING about my vacuum. but it all of the sudden went loud, it`s not clogged and the belt is still there & good. I had it less then a year. what could be wrong? I miss her

Same exact problem as listed above. Filters are clean, belt in tact but suddenly so loud you can’t use it. I on the other hand have hated this vacuum since day 1. It’s light and falls over with the slightest pull on the hose. Very cheaply made (which is to be expected from the price) Vacuum is not even a year old and now can’t even use it! May count my blessings that I have to get a new one!

2nd one of these vacuums in two days and both times the belt has melted in half within 5 minutes. Not pleased
